If you are planning the structure of your Managed Metadata Terms and working in conjunction with your business users/customers to develop these terms, fortunately, the Term Store Management tool allows you to import your Managed Metadata terms from a CSV file.
From the main screen of the Term Store Management tool, you can see a Sample Import section which allows you to View a sample import file.
The sample import file is a CSV file which can be given to your business users or customers to populate with the appropriate Managed Metadata Terms that they want.
Once you have your set of terms, you can readily import those terms using the Term Store Management tool:
